Stuff written in C, often found in src/runtime/

The Runtime appears to be a grab-bag of stuff that is easier to do in C rather than Lisp. This includes GC, signal handling, loading core files, thread initialization, the "lisp debugger" ldb, some memory allocation stuff, and wrappers and helpers for FFI?, particularly wrappers for libc.
